what should my voltage be around?

msi x99 krait

16gb ram

kelvin s36 360mm liquid cooler

 

around 1.3??? for 4.5ghz or like slightly more would be fine for stability right?

 

need temp readings :3

Trial and error. All chips are different. Start with stock and go up to 1.35 with good cooling

How long should i stress test with aida64 before and after increasing speed?

Normally an instability will show up with in 20 mins of running aida 64 but when you happy with the overclock and want to make it 24/7 stable that can take 12-24h running. So start slow and when you're happy test it over night just in case and you should be done. Don't forget that you need good cooling to push your cpu

Look up overclocking guide on linus tech syndicate videos. Its not hard. Hard is to make a high overclock stable
