It varies based on the operating system.

 

XP or older: You can use it on multiple PCs.

 

Vista or newer: You can't use it on multiple PCs.

You can usually do it, but unless it is the RETAIL version it is forbidden in the license. They can always black list your key if they get upset you are doing it.

If you mean more than once as in at the same time, then no, they won't activate afaik. I took it as not concurrently for my other answer. The retail one says one computer at a time which means no legally.

Unless master disk (you don't have), 1 use per license/CD for Windows 7,8,10

Vista too.

On same computer you can reuse license as many times as you want. If motherboard is changed, its seen as new computer. At that point license difference kicks in. There are three main types (enterprise not counted) RETAIL, OEM and branded OEM. From these OEMs are locked to first mobo they are activated on. Still, in my experience up till win7 you could change mobo and keep using OEM key while branded OEM was locked out with Vista and newer. RETAIL still remains reusable even if mobo is changed. Note that using OEM with another mobo is still breaking license terms and further discussion on how to go with it is against forums CoC.
