Black screen on startup

Hi! 
I have a problem with my desktop. My desktop is black when i start the pc and stays that way. I can't even enter BIOS. 

Things i already tried: 
Reset CMOS
switched my RAM around to see if one of them were the problem. 
Tested the harddrive, starting the pc without it plugged in.

I'm not sure how important this is. But a week before this problem occured, i had a problem where my windows would stop working, and i decided to format it, halfway through the process it stopped working. Then i just put my windows CD in and it installed fine, a few days after the same problem occured and now im even unable to start the pc.

Is there signal? Like is it on but black? Or just off?

It is on, a line is blinking in the top left corner and when i spam f2 i can see a "starting setup" but it doesnt proceed from there.
