It looks good, one quick thing. It looks as if it's almost a $700 build so maybe change the title?

I recommend all of those parts except for the power supply. It's great, but I think XFX has a similar one for less.

I would suggest upgrading to a 4690k for only $50 more, it will last WAY longer and you can overclock. That PSU can't be trusted dude.

You should just suck it up and spend more on a premium PSU.

If your budget is $685 and you don't need an SSD, you can get this:

Motherboard: Gigabyte GA-B85M-DS3H Micro ATX LGA1150 Motherboard  ($53.55 @ SuperBiiz)
Memory: Mushkin ECO2 8GB (2 x 4GB) DDR3-1600 Memory  ($29.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive  ($44.99 @ Newegg)
Video Card: PowerColor Radeon R9 390 8GB PCS+ Video Card  ($289.99 @ Newegg)
Case: NZXT S340 (Black) ATX Mid Tower Case  ($56.10 @ SuperBiiz)

If you include rebates it gets even cheaper.

The problems with your build is that the CPU selection is sub-optimal (the i5-4460 is cheaper and better), the CPU is locked so the stock cooler is fine, you can find a better deal on a motherboard and memory, and you can get a better yet cheaper PSU. This leaves enough room for a better GPU. Basically all the components in my build are better.

I dont understand why you would get 4440 when you can get 4460 instead.

CPU: Ryzen 7 5800X | MOBO: Gigabyte B550 Vision D | RAM: Crucial Ballistix RGB 32GB 3600MHz | GPU: Gigabyte RTX 3070 Vision D | PSU: Seasonic Focus+ Gold 750W

Seasonic is the best PSU company to buy from only thing is that XFX offer cheaper Seasonic rebrands at a cheaper price so there's a better option but it's premium end quality
