With peripherals your build is better. The SSD will reach it's capacity very fast.

Depends on the user. 240gb will do fine for a guest computer, and do fine for a few games.

I wish the sale on the TS bronze psu was still going on as I hate meh-bad PSUs even in extreme budgets
