Ram Leak? Help memory problem

Hi my name is max and I have built this computer about six months ago and everything was great but now i have a issue seem to have some kind of memory leak?? I'm not sure. So when i boot the computer up it says I'm using about 14% and i seem to think thats normal idk if it is but i do i guess. then in about 20-30 mins of doing nothing but surfing the web or just nothing running it shoots way up to like 90% and dose not come down sometimes maxing out and freezing the PC and then the CPU dose it and then it like resets ive tried to re-seat the ram and lots of other tips but nothing is helping if some one can tell me what is happing. do i have bad ram?? what can i do? I'm gonna list all the PC Specs below for you thank you for reading this and helping me!

 

 

CPU 4790k OC to 4.40GHZ

COLER Cooler master h212 evo 
RAM: Corsair vengence 8gb kit two sticks

MOBO MSI gaming 5 z79 chip

EVGA GTX 970

SSD smasung 250gb 

HD seagate 1tb 

OP Windows 10

I use this machine to make videos stream and play a lot of video games

Yeah, it's just a windows 10 thing. Everybody has this problem; I've found some really shifty stuff through google that might fix it but I don't really see any performance problems so I haven't tried anything yet.

Pro Tip: don't use flash when taking pictures of your build; use a longer exposure instead. Prop up your camera with something (preferably a tripod) if necessary.

My windows 10 system kernel only uses 77 mb, many chrome tabs and many other programs and I am around 31% (8gb) There is something else wrong.
