AMD Drivers above 13.12 cause fuzzy picture and washed out colors.

So I've had this issue for awhile now, but before I get into it here is a little bit of history. I had the same issue I have now and then some when I orginally built my PC. I'm basically using a small TV rather than a monitor because of the plethora of inputs for my other devices so I had to plug up my computer with HDMI. It was awful. It was underscanned, had awful colors, and looked really fuzzy. This isn't my setup (and I just rolled back to 13.12 for the 10th time so I'd rather not go back to take a screen of my own) but it's a perfect example of what it was doing.

I eventually got past this issue by simply using a dvi to hdmi dongle. Fast forward a few years and now the issue is cropping up again when I update to any driver past 13.12. I've tried everything I could find. The resoltion was correct both in the driver and windows and I've tried changing the pixel format but noticed no change. The image fits the monitor but the colors are awful regardless and the image is fuzzy like in the pictures. The only solution I haven't tried is a displayport to hdmi cable but they're like 15-20 bucks so I'd like to make sure that solution works before put money in the trashcan.

 

I'm also all ears for solutions I haven't tried such as with any TV settings, though I've perused those and couldn't find anything that worked either.
