This Is Sarge, Coming to topic. I own Asus A88X pro,AMD A10 6800k and R9 280 3GB Msi .. 

IS My RIG Able To play 4K@60FPS Videos??? If YES Suggest, A Media Player Thanks In Advance. Cheers

If you have the monitor, probably, its very rare a system cant play 4k 60 fps

gaming would suck... but 4k 60fps is easy for any decent graphics card. as long as your monitor supports it.

If you got rid of the R9 280 you could still play 4K 60FPS video

VLC supports 4k but I really don't know of any other ATM worth it enough to install and use. MPC may have it.

Nope, 4K 60 FPS . is not showing up properly. but 4K at 30 Fps is amazingly awesome

Your video source has to be 4k 60fps, you can't play a video encoded at 30fps at 60fps, no matter what media player or graphics card you have.
