Steam client bootstrapper is not responding.

Problem solved, it was a compatibility issue with Spotflux VPN

I've had this issue for a couple days now, i've tried flushconfig, a complete reinstall of steam itself, deleting the appcache and still i have nothing to show for it.

I'm not sure if this is the right place to post this kind of thing but i'm seriously out of ideas.

any help is appreciated

TL;DR Steam keeps not responding.

Well if you did the upgrade option and not the fresh install, just for the hell of it because I've seen it fix a lot of issues, do this http://www.howtogeek.com/222532/how-to-repair-corrupted-windows-system-files-with-the-sfc-and-dism-commands/ I've had pcs where I couldn't Chrome until I did this and then it worked amazing again.
