Ive also seen 660s go for about the same, the 270x and the 660 preform nearly the same

You can return broken items.

 

Also, it's an auction, it has three days left. In those three days anybody can bid on the product, making its price higher and higher, until the auction ends.

It'll probably be over $100 by the time it's over. You can watch the auction and try to snipe the GPU at the end of its time if you want.

If you get scammed, you will get your money back. There's almost no risk as the buyer on eBay as long as you read the listing thoroughly.

Most people who bid with till there's like 1 hours left and start bidding in that last house the big can go up by a lot. I've seen a $8 bid go to $900 on a go kart in the last hour
