150 aud (or about 100 us) is my budget, for a friends dad, is familiar with ios. If I found a phone, any launchers that would make it feel like ios??

2nd hand Iphone, if you want an iphone like device. Otherwise go with a 2nd hand oneplus or the HTC one like suggested above.
