I need help! :/

Hey guys i need your help whit this

 

First this happened after i lost power while pc was on no biggie not the first time to happened. I started my pc and all of my icons were on the left side hmm? 
I tried moving them to there original place's but after refresh(F5) all of them went to the left on the same position. I googled all and couldn't find a solution to it. 
So i tried changing resolution and it did not help but i have new problem now    :blink:

 

 

My screen is greenish? dont know how to explain this but its hard to watch now. So ok before did not work on 1920x1080 cuz my pc is connected to the tv and max resolution of it is 1360x768 so i turned back the old resolution and wow same problem  :angry:

 

 

And the taskbar out of place

 

 

Im using tv cuz i dont game now that much and i like watching movies on it 

I scanned for viruses 2times and 0

So if u can pls HELP!

The screen is ok now but icons all still shity  <_<

The Icons were a problem in 8.8.1 also. No idea how to fix it.
