Gpu fan stuck at 100%

So my titan x with the hybridb cooler randomly spun up the shroud fan and it won't go down...temps are fine but it sure is stuck and loud. Also gpuz shows the fan at 0 rpm but it lies..

So i put the card in another PC...flashed the bios back to default...took it apart and inspected the wires. Guess something is wrong with the card..and the warranty is voided :(
