Random Flickering on boot, and at the desktop

I have been seeing random artifacts on my desktop very infrequently for the last couple of days, and yesterday, my pc started to do a random screen flash on boot. It has only happened a few times now, but it is worrying. It almost seems like a gpu failure, but the strange part is that I have not noticed it happening while gaming, only on boot and on the desktop.

 

ere is a video of what happens on boot. I only caught the end of it, it normally lasts much longer and requires a reboot afterwards.

 

Specs:

Windows 10 PRO

i5 4690K @4.5GHZ

8GB HyperX Fury DDR3

Gigabyte G1.Sniper Z97

GTX 760 from EVGA

did you overclock it at all?

I have raised the power and thermal limits, so GPU boost is not hindered at all, but I have not manually overclocked.
