Build for a friend ($800)

I've been pressuring my friend to go PC for a while, and he's finally decided to get one. Now before I actually go and make a partlist I wanted your guys opinions. He plans to go and study game development and uses a lot of things like Unity/Unreal Engine/etc. So this includes things like 3D modeling and coding (which doesn't really need much of anything anyway). He plans to do some light gaming, but I don't think that's really the main focus of the build, I'd like him to be able to do 60fps at around high/mid settings though. 

 

I was looking at an i3, which has 4 threads (two virtual cores). However, later I discovered that you should probably go with an i5 for programs like Unreal Engine. So I was thinking to go for a 4460 (thoughts?). 

 

Now the thing that bugs me about this, is how much graphical horsepower he is going to need, because I'm not as familiar with gamemaking as I should be (I'm more of a hardware guy). 

 

Micro-atx would be nice, he lives in a caravan in his Mum/Dad's backyard so he doesn't have a but tonne of space. 

 

Now this build is $800 AUD (hard to work with I know), but I may be able to persuade him to go $900 but take that with a grain of salt.

Does he need an os and peripherals?

I don't think so.... peripherals should be pretty easy to come by and I can reuse my windows key on his pc if need be.

I haven't used an H81 or B85 board that hasn't supported Haswell Refresh out of the box. They were Asus and Gigabyte boards. You can read reviews to see what people say about out-of-the-box Haswell Refresh support.

 

As for the Thunder, nope. Really not a good PSU.
