i have an MSI GTX 970.

 

and it came with a MSI Gaming App which allows you 3 modes.

 

Silent Mode - this should be obvious

 

Gaming Mode - normal mode

 

OC Mode.

 

is it safe to overclock my gpu?

Yes. You won't ruin anything unless you play around with voltages when you don't know what you're doing.

Yup,go through all the options first (Look at them and find out what they do),then go through tutorials/articles

You can get a pretty decent performance boost without even messing with voltages.  I wouldn't recommend programs like Furmark for your stress-testing, I've heard too many horror stories involving it.  I'd recommend Unigine's Heaven benchmark to test your overclock.
