New R9 290x running worse than old GPU

So I recently purchased a new GPU (http://www.newegg.ca/Product/Product.aspx?Item=N82E16814131665&cm_re=290x-_-14-131-665-_-Product) and it's running at lower FPS than my older GPU (ATI HD5830). I manly play CS: GO and I used to get 120-180 FPS never dropping below 100 and now I get less than 100 FPS. I have 144Hz monitor so I need at least 144 FPS, but more than that creates less input lag(yes, I know that sounds crazy, but it is true in CS: GO).

Specs:
12GB of ram
Windows 10
Intel Core i5 660 @ 3.33Ghz
Power Color R9 290x GPU

Things I have tried:
Uninstalling and reinstalling the driver (x2)
Changing PCIE ports
Upgrading PSU
Overclocking

What are your temps at? is FRTC in CCC enabled?

Re-install drivers.

Yah you should be getting at least 300 fps with a 290x.. Hopefully someone can help you..

FRTC is "Frame Rate Target Control" - it's a frame limiter AMD built into the Catalyst Control Center- it's available on all GCN cards - i have it, you should have it, we all have it.

Performance I believe - the same place where AMD overdrive is located.

CCC version: 15.8 Beta (I switched to the beta earlier to see if that helped, it didn't)

Yup - like I said - check temps - open GPU-Z and run a game for 15-20 mins and check them. Watch both core and VRM temps

Uninstall the Driver and run a drivercleaner in safe mode. Chances are high that its just a corrupt driver file in the registry.

He's done it twice already - not sure if using DDU tho.

So I was playing CS for a few minutes and my temp went up to 45 degrees but I found that my core clock maxed at 700MHz and averaged 600.

fps must be capped in some way - check the ingame options - it should be running at max clocks unless you have V-sync enabled.

(I get 800 FPS in menu but its capped at 120 and in-game its capped at 300 and my FPS stay the same when changing the cap)

Have you tried other games??

 

In Minecraft I only get 50 FPS

Try putting -freq 144 in your starting options when right clicking the game on steam. I had this problem a few days ago.
