Cases and USB 3.0 Port

I was wonder are the USB 3.0 ports on cases. Are one SpeedSpeed and the other High Speed? The front port gives me around 140MB and the back port gives me around 40 to 60MB. Is this normal?

 

This is the second case and motherboard that did this (Complete different case and Motherboard from the first time).
