h100i problem(not working?)

ok hi its my first time installing a watercooler and I'm having problems, i swear i am doing everything correctly but when i turn my pc on and go into the bios and look at the temps they just keep on creeping up and up and up.

i am using a z97 msi micro mobo with the h100i and a i5 4690k when i install the intel air cooler the i5 comes with it works fine

but when i install the cpu my temps rocket, the backplate doesnt budge and i apply continues pressure when I install the block and tie it down.

I am doing a uncooked grain of rice for the thermal paste and i am using Mx-2

feel free to ask any question to help solve this

Just to make sure put your ear against the pump while the computer is on. You should hear a buzzing sound from the pump.

If you don't hear anything, its DOA. RMA it.
