Pokémon Crystal utility Pokémon?

I am only using my Totodile to fight but, I am thinking of getting 1-2 utility Pokémons.

Their job is to know utility abilities only and not to fight.

To clarify; they need to know Fly, Cut and Surf.

 

If there are any moves that I have forgotten then feel free to remind me.

If these are all the utility moves then I want to know which Pokémon can hold most/all of these utility moves and where to find them.

 

So far I am at Viridian City.

Strength is pushing those rocks, but I now see Graveler can only learn HM Strength and no others. 

Maybe Snorlax instead of Graveler, which can learn Surf too.

 

You can find Pidgey in the first or second route and snorlax only in Kanto.. I don´t know what to suggest

Pidgey is the one I find in the beginning?

Or should I get pidgeotto later on?

There is no advantage with Pidgeotto over Pidgey in terms of HM's.

And yeah, after you beat the Elite Four you can access Kanto (and its gyms)

 

You should take a look at the Pokemon I recommended and see which ones have the correct HM slots for you on Bulbapedia

I have captured Geodude, Onix and maybe one more now.

I don't have pidgey yet.

Yeah, that was I was saying I was not sure to recommend, because I missed Cut as an HM

You could get Bellsprout or Sentret which can learn Cut or  you can level up Rattata to lvl 20 and Raticate can learn Cut.

I am near the city of the second gym. 

I can't find any Pokémons that can learn cut and idk what to do to get to next city.

 

Edit: I found Sandshrew whom I can teach Cut.

Yeah, you can use Sandshrew just fine. Otherwise you could have gone to the first route and capture Sentret.

You have already beaten the first gym I assume? You have to go south from the first gym's city, go through a cave and get to the next town.

In the next time (after you healed your Pokemon) go to the east and go into the slowpoke well, fight Team Rocket, beat the gym and move on

I have done all that now.

I beated the fourth gym about 5 min ago.
