Need help, can't install windows 7 + other issues

Whenever I go into the bios and load windows, everything works fine until it starts to install it and gets stuck at 0% for expanding windows files. I am currently using my old 320gb hdd i bought so long ago that my old pc uses ddr2. Could that be the problem or is it my ram as i am only using one of 2x8 ram sticks. Also whenever i restart my pc it will not boot, it keeps turning off and on until i stop giving it power then turning it back on, then it will bot normally until i restart it again.

Powering thing is either PSU not giving constant enough power or mobo being just annoying. I would check cables to be sure that they aren't issue.

How much RAM we are talking about? 2Gb is minimum for Win7. Can you try installing Linux? Tried formatting HDD? Tried another install media?
