Great card for dual GPUs. My Crossfire 280's play Witcher 3 on high to ultra 1080p settings (without hair works) at 60 fps.

No it won't, because of CF support, drivers and power comsumption.

My hd7850 plays arms 3 on low settings at 20-30 fps.

And, oddly enough, high settings at 20-30 fps

I found a 7950 (280 was a rebadged 7950) for $130, and I can vouch for it's performance at this price range.  Go for it, guys!

Oh, and the performance is amazing. I didn't think i would get something so good out of 150$, so for those wondering, definitely get it!

if you want your pc to run at like 110c then yea, gr8 card to dual gpu

Arma 3 likes a strong single core. That is one thing you do not have

The main GPU runs at 75 C, but obviously the cooling brings the temperature down quite a bit... 110 degs is a bit... exaggerated...

 

Even the 980ti runs between 80 to 85. It's just a byproduct of gaming. Air cooling is not ideal for video cards, regardless of how many.
