Can Someone Help Me Please

I'm trying to install steam into my new hard drive so I can clean up some space on my SSD however it says "you don't have permission to install that please contact your administrator" even though the account I'm using is an administrator one (note: I have 2 users in my comp both of which are administrator) and whenever i try to delete a user it just won't delete please help me out thank you.

Are you somehow not running the setup as administrator? Is the HDD or the specific subfolder somehow set to read only?

Is it the new drive you are installing to ? Have you formatted it ?

 

Go to Computer management and reformat the drive

Do you have passwords on those admin accounts? If yes, you need to be logged on to account which files you are removing. If you can't delete account from account management, boot into master admin account (google finds good guides on how) or use safe mode.
