I NEED HELP! -Artifacts on start up

My friend has a prebuilt alienware pc with a gtx645

on startup it freezes and displays a percentage

on the screen the're a million white streaks across monitor

 

Plz tell me a solution 

 

if buying a new gpu is neccessary I have a gtx770 for 200 us dollars. should i take it

Also how old is it?

$200 for a 770 only if brand new even then a 280x is $180 and a 960 is $170...
