Problem with my newly assembled system.

I have Purchased new system with following configuration

 

Motherboard :- MSI X99A Gaming 7

GFX:- MSI GTX 970 4G

Processor :- Intel i7 5820K 

RAM:- GSkill Ripjaws 16 GB

PSU:- Cooler Master V650 Gold

Cooling Unit:- Cooler Master Sideon 120V Plus

SSD:- 500 GB Primary Storage Device.

 

Now the problem is System does not boots sometimes. nothing comes on display, after trying 3 to 4 times System starts properly. 

I tried troubleshooting the problem but could not find it. on the motherboard digital display shows 04 error code. and recently when i was playing a game system got Hang and Automatically Restarted. 

 

2nd problem is when I press the power on button on Cabinet everything runs for 10 to 15 seconds then stops and then again after 10 seconds automatically everything runs.

I'm not sure exactly what the problem is, but can you tell us what the 04 error code signifies in the motherboard's manual?

On the manual it seems to say this for the error 04: "Power on South Bridge Initialization"

Either a broken motherboard or broken ram sticks, from what I could find
