A larger card has more surface area for the heat-sink, which means better heat dissipation as well as having more room for fans. (And more fan = less noise for same cooling)

In addition, usually in order to put the same amount of components in a smaller space it is desirable to use higher quality parts for lower power draw in order to minimize TDP.

Again to manage heat, they often clock the card lower as well. I'm not sure, but they probably use lower binned chips because they are clocked lower as well. (On the page you linked, the smallest card is clocked at 1076/1216, whereas the G1 Gaming on the same page is clocked at 1178/1329)

 

Even if the actual GPU is small, everything else on the board still takes space and is bound by the laws of physics.

There is also a trade off of time invested, as the PCB is one of the less expensive parts of a graphics card to manufacture, and that most people who guy these high end graphics cards have space for them.

They have to use higher binned chips to hit the clocks that they want at lower voltage and power levels.

Noise and temperatures. That's like asking why do large CPU coolers exist if the stock one gives you the same CPU performance. I wouldn't expect to reach some bonkers overclock on an ITX card like this
