the 4800mq is faster, but not by much. In a laptop, if it's a quad core i7 it doesn't matter which one unless you need a mobile workstation.

right now im using the MSI GT60 0ne gtx680m, I buy it 2years ago. then now i want to upgrade for new one

If you currently have a 680m both of thoes are not upgrades at all. The dominator will match it's performance almost identically, and the stealth will be worse.

If you were to get this, with shipping it should be well within your budget. But when it comes to servicing your machine, there comes another issue, unless you know of a Clevo reseller/retailer in the Philippines. 

 

A little info about this specific machine:

 

This has a 17.3" IPS full HD display panel, 980M 4GB GDDR5 GPU which is much more powerful than the 870M and 765M, 3 cooling fans for efficient cooling, 2 M.2 SSD slots with one of them being a PCIe slot for SSDs like the Samsung SM951, 2 SATA slots, 4 RAM slots, 29.98mm thick and about 3.2kg in weight. This is ultimately the one that is able to stay cool yet powerful. Not easy to find machines like that from other manufacturers.

Clevo isn't new. They make laptop barebones for many other Clevo resellers to sell. There are many Clevo resellers out there. In Singapore, Aftershock PC is an example.

For gaming it won't matter. Unless you doing lots of work in 3ds max or something that does ray tracing or eqv on cpu you won't notice it. Photoshop, illustrator, premiere pro, autocad will run about the same on both.

The Dominator is a faster laptop with a faster cpu and gpu, but it is heavy. 

The Stealth is thin and light gaming laptop that is a bit slower. 

If you have a desktop for gaming already get the stealth cause it is easier to carry around.

If you using it as you only computer get the Dominator as you will want the extra gaming performance.

Unless you NEED to game or do work on the go, or don't have a desktop get a cheaper laptop that uses something like intel iris graphics, they are more than enough for most games at 1080p min and getting some basic video editing and design work done.

Neither are an upgrade for what you have, you want one of the new models with a 970m/980m ideally for a noticeable improvement

it's 300MHz faster. That's a decent bit.

870M is faster than a 680M, but not by enough to justify a new purchase. Same with the 4800MQ vs I'm assuming your Sandy Bridge i7.

 

I'd suggest a P770ZM laptop from Clevo to you, or a P670SE also from Clevo. Both would be substantial enough upgrades, though the P770ZM is the best buy for performance.

I have finally moved to a desktop. Also my guides are outdated as hell.
