Would a i5-4590 4 Core 4.4Ghz bottleneck a GTX 980 Ti OC'd?

i5's are OK for mid range rigs, but not for high-end systems. There's a reason why all the latest titles recommend an i7, and there's a reason why sites like Guru3D use 5960X to benchmark graphics cards.

Yes - the reason is to ensure there are no bottlenecks at all when testing their video cards. They also overclock their CPUs.

So why don't they just use i5's? You said an i5 won't bottleneck even a 980 Ti at all. Now you're saying you need an i7 to ensure there are no bottlenecks.
