Does windows 10 installer come UEFI compatible?

yup as long as your BIOS is set correctly it will install in UEFI mode.

Basically, I downloaded a fresh install of windows 10 with the microsoft media installer https://www.microsoft.com/en-us/software-download/windows10 and I am going to boot it into eufi mode to install the os in uefi. I'm wondering if the thing that I donwloaded already supports uefi or do i need to do it through rufus like all the website are saying?

I'd guess the Windows tool has probably tested your system and if it's compatible with UEFI booting it should have formatted the USB/installed windows accordingly.
