Trouble starting up Windows 7 sometimes, trouble installing Windows 10.

I have windows 7 installed on a 128GB SSD, the OS completely legitimate, and every once and a while, windows doesn't boot up the splash screen. The way I've bypassed this whenever it happens, is just to restart my PC and hope it passes that point the next time. Now I think this ties in to why Windows 10 never installs correctly. Since the Windows 10 update requires the computer to restart several times, if it doesn't restart properly, then there's a a good possibility that these two problems are connected. Now one thing is, I don't know if my SSD is the problem, or maybe something as arbitrary as a dysfunctional USB port.

Any kind of help would be greatly appreciated!
