Catalyst 15.7.1 no way to overclock?

OK guys after spending a whole day flashing bios' removing and installing numerous of catalyst versions like 20 times I finally gave up and reinstalled windows and everything, I found the problem and its rather interesting. BIOS #1 is damaged while BIOS#2 works with any BIOS I throw at it, (yes even R7 265 bios) up until few hours ago I was only flashing BIOS #1 and testing if that ROM failed I was just switching back to BIOS#2 then flashing BIOS#1 and try again but when I forgot the BIOS switch on second position everything worked flawlessly.

I just upgraded my drivers to 15.7.1 from 15.4 beta on Windows7 now I cant overclock nor monitor the current GPU or MEM speed, I am pretty sure my upgrade is solid as I first uninstalled it then used DDU to clean up, MSI afterburner is the latest version so is GPUZ and I am running non modified bios on my 7850.

any help or suggestion is appreciated (before you say upgrade to windows10 I WONT).

What GPU-Z show?

it shows the default clock, everything about card is blank so is current gpu and mem speed. (currently reinstalling to see if that fixes it)

reinstalled the drivers and yet shit is still fucked up I am certain that this driver release is fucked up for me.

Now try uninstall AMD Software thru Control Panel first, pick All Version. Before reboot, use DDU and reboot into Safemode.

I did that twice now, nothing.

nope even GPUZ bandwidth test lags hardcore.

fun fact, PC boots fine with R7 265 bios GPUZ reads out values then when I launch Afterburner BSOD then everything is back where i started.
