Internet connection slower on one device

This problem is much more complicated than the title says. I recently upgraded my connection to gigabit. It was not working well at first so i tried troubleshooting it and after failing I contacted my ISP and somebody came over (about 6 hours after i got it installed). After a while they told me that there is a broken fiber somewhere, short story they said it will be fixed in another couple of hours. The real problem is that I'm getting about 100mb/s less in my speedtest than he got on his over the very same cable on a direct PPPoE connection (connected directly to the device that converts the fiber signal). The speed that I should be getting at the moment is a bit over 500mb/s. This is after i closed everything but the browser.

OS: Windows 8.1

MB: Gigabite z77d3h

CPU: i5-3570k

RAM: 8gb DDR3

Storage: Kingston 3k SSD and WD Black 500GB HDD

GPU: amd 7580

Enthernet adaptor:  using the integrated one (Ethernet Qualcomm Atheros AR8151 PCI-E Gigabit Ethernet Controller )
