Cloning issues

Bought a new ssd and I want to throw the os on it, so I tried to clone my harddrive onto my ssd, but when I use cloning software it says my 250gb ssd to small. I've moving documents, pictures, videos to an external harddrive and I've also done shrink volume on it, yet my ssd is still to small. Will the only option be to a fresh install of windows?

Doing a fresh install is what I always recommend as you are avoiding transferring errors, malware, unneeded files and data and any potential compatibility problems from your old drive to the new one. Moreover, a fresh install refreshes the performance of your computer. Cloning a HDD on a SSD is a bit risky as you might miss out some files that are needed by the OS and the SSD might be recognized as a HDD and get susceptible to defragmenting and miss out functions such as TRIM.
 
However, if you still want to clone the drive, I would recommend that you look for a tool that does partition cloning rather than full one. The manufacturer of the SSD or the HDD should provide a free version of such a tool on their website :) I'd check there.
