Any super budget Graphic Cards out there?

Everything else looks fine except for the Power supply. Since I assume its a pre built it might not be that reliable if you go for a AMD card they due tend to consume more power then Nivida. You can get pretty cheap reliable PSU from EVGA. I'm just suggesting that for piece of mind for you other components.

the GT740 is newer, and thus slightly better.

i had a GT640 in my last system, and it *managed* to play most of the games i threw at it at 60FPS, with some tinkering to settings.

minecraft ran at around 300FPS on it, but that was combined with an i7-4770.

i expect your celeron to be a bit less. (with a bit i mean a lot, but i doubt it's going to be under 60)
