Can i use my windows 10 key on a diffrent computer?

My friend recently built a PC and he does not want to pay for the OS so can he use the windows 10 key+iso file to activate it on his new PC?

If was OEM (probably was), you cant.

2 pcs off one key= no, but yes as long as the old oem install of windows is gone fully the drives formatted or the pc is scrapped/ broken then yes an oem key can be moved. i know ive done it. im using my parents home oem key, because they went to ultimate. Had no problems activating the key on the side of their pc on my new build.
