nVidia Shield TV Alternative ?

I am confused as to which TV Box I should get, given the fact that I need it to be running Windows 8.1, among other stuff.

- Here's scenario am thinking of :

I am thinking of connecting a JBOD box to it via USB which will have 2x4tb Drives and 2x1tb ones. I know most android boxes support up to 2tb HDDs. I do not want to go through my PC nor do I want to go through WiFi. Just from box to TV via USB/HDMi. Either via PlexTV or KODi... Also would like to stream my PC games via Steam's In-Home Streaming feature. I also cannot afford an Intel NuC. Something around the $250 mark is all I can afford right now.

- I need it to support the following :

• External HDDs > 2TB (In JBOD Box Config)
• PC Game Streaming (Via Steam in-home)
• USB3.0
• HDMi 1.4 upwards
• Wireless A/C
• GiGabit NiC
• Memory Card Expansion
