Is it possible to overclock the MSI Radeon R9 390? If so, how much more performance can you get out of it? Also what kind of settings can it run Arma 3 on since that's probably the game I'll play the most.

depends, depends, depends. it's possible, but no one knows how much. Arma 3 is less gpu dependant than it is cpu.

I don't recommend to oc the 390 over 1100MHz. I tested the 390X from MSI and that thing has a power consumption of almost 400W.
