Texture shimmering/flickering

Hello there.

With the new build, more problems than benefits :P
As of today, it's complete, and it's freaking me out.

Specs:

MOBO: Asus Maximus VII Ranger
CPU: Intel Core i5 4690k @4,6GHz
GPU: Asus Strix gtx970 DC2OC @stock atm, gotta learn how to use GPUTweak :P
RAM: 8GB G.Skill Sniper @1866MHz
PSU: Corsair RM850
CPU Cooler: Noctua NH-D15
Case: Fractal Define r5 (titanium window)
SSD: Samsung EVO 850 250GB
Windows 8.1 - the most recent change I made

Display: Asus MX279H 1080p

Alright, so the problem is, I am experiencing texture shimmering/flickering, the best I could describe it as would be a shimmering effect on a hot asphalt during summer heats. I am experiencing it in World of Warcraft on native resolution (1080p), while upon enabling 4k dsr every kind of shimmering is completely gone.
I haven't tried other games yet, would have to download and install them :P
http://i.ytimg.com/vi/p4gHmKnNZN4/hqdefault.jpg - this is a random ss from the internet, just so you can see how it looks like. It's not happening on any particular parts of the screen, yet on all of it, mostly on all of the textures and it is present on dynamic image/while moving.

I have already tried reinstalling the display drivers, connecting my old display ( all of a sudden, it happens on that one 2 ) and restoring everything to default... it's still present.

Thanks in advance,
Stonedfish.

Got the same effect w/ my GTX 980 in Far Cry 4, just push the resolution a little bit up (1080p -> 1440p) and it should be gone. Your card should be powerful enough to handle it :)

Can't run at 1440p on this screen for some reason - this is what it looks like, also in games: I can use 4k dsr, while dsr disables plenty of filters since they aren't needed, it means there is a problem with some filter, I guess - I'm a complete noob at this. As for 4k dsr, I am not able to run the game on ultra anymore, neither high, yet only good settings. That said, I am forced to run it in fullscreen mode, where I can't take screenshoots nor quickly alt-tab like in windowed(fullscreen)

for some reason when I look at the ss in 1080p it looks perfectly fine, while I can't read anything in 1440p

while in 4k dsr my screen is very blurry, only in game it's fine

@Stonedfish Just enable resolutions that aren't supported on your display, create a custom resolution, set 2560*1440 as resolution, test it, and choose this resolution in your game.

I know what it is m8, all of a sudden, shimmer is now visible even on 4k dsr

Alright, I ran the game on my intergrated intel hd4600 graphics and same thing happens, obv. it's not the gpu. Damaged cables maybe or any other possibility?
