The best 5500USD PC is a 3000USD PC everything after that is just diminishing returns. (Except for certain specific scenarios)

 

Get a 4790K, dual 980Ti, 16Gb Ram and a nice SSD...

 

Or if you feel its necessary go for X99 with 5820K, all else the same.

k4000 and 980ti(k4200 for editing 980ti for gaming replace k4200 with 980ti if you don't need the quadro)

4x 4tb hdd(get a 10gbe nic if you have a server to edit off of. I suggest raid 10)
