Sata Express, if i connect a normal mechanical drive or a SSD drive to Sata Express, will it transfer data with a faster rate?

No.

 

If your car can go a maximum of 70MPH, would putting it on a 100MPH speed limit road make it go faster? No. It's the same with the drives, the drive is the limiting factor, not the interface.

No. You can't go past the physical limitations of the drive or port being used on the drive itself.

WD has demo some SATA express HDDs, don't know when they'll see the light of day. It's actually a hybrid, 120GB SSD+4TB of storage.
