Motherboard don't boot

I have underclocked the cpu because where imlive is ery warm so i decided to underclock the cpu a bit to decrease the thermal output, result? The pc don't show anything when i start it.

i would reset the bios to remove the underclock and get a better cooler!!!!!!(where do you live???)
