Friend is looking for a display around $150

Friend needs a display to go with his new computer but he doesn't have a ton of money to go with it. Currently I've been looking at 1080p monitors with a refresh rate at 60hz and ips monitors. He's using a gtx 960 to power it if that helps. Thanks!

Sorry had the budget in the title. Budget is $200 and less but would like to be more around $150 unless serious gains for the extra $50. USA
