Casual gaming IPS 2ms Display

Buying Monitor seems to be the toughest ..

 

After searching for a number of days i decided to go for an  i. IPS monitor  ii. response time <= 5ms  iii. anti glare (matt)

I 'm stuck with my fourth decesion to take.I chose to buy Viewsonic VX 2263Smhl which has ips with 2 ms response time but comes only with hdmi.no dvi-d.

 

So, with HDMI i can't get more than 60 fps? for a 60hz monitor is it a bottleneck?if it is please suggest me a monitor.. what obout LG 2267 VQ ? i'm in india so availability might be an issue as well..please help.my old dell IN2030 is bleeding..

but how can i know which version of hdmi has been used??
