DSLR Camera with 720p video

What would be the budget-est DSLR camera that offers both 720p HD video record and a flippable (not sure if flippable, but consider movable might help) LCD display while recording? I'm setting a $300 budget max

Sadly flippable displays exist only on higher end cameras. Used Nikon D5100 would work.

hmm.. what about a camcorder only setup? I'll be only using it for Youtube videos that I'll be uploading. Nothing more since my phone can shot good quality images

Do you need a flip screen..? Camcorders are okay, but they don't have the same value in my eyes. You can go oldschool if you want to record youtube videos in a stationary position, get a mirror...

If you want to vlog then get a point and shoot.

Do you need a flip screen..? Camcorders are okay, but they don't have the same value in my eyes.

I roughly need 45 degrees of tilt. Any suggestable one? Seeing in Amazon, I could set the bar at low-100s

Sony cameras look good. My friend has one similar to this and the images coming off it are pretty reasonable. It does 1080p 50p video and also records in 720p 25p depending on what you want to do with it. Get a reasonably fast SD card though otherwise it will struggle to keep up with the camera. I would reccomend an SDHC card. They're more than fast enough for a camcorder such as this.

Is there a reason you want 720 not 1080 and you can't really get a dslr and lens for under 300 that will shoot video. Camcorders are great.
