So my Little brother has bought a new Laptop and he wants to update his operating system from windows 8 to 8.1 via the Microsoft store. However when I click on the windows 8.1 download it comes up with a message saying; "Update required" Before you can get Windows 8.1 from the store, you need to install the latest updates from windows update". I do the exact it tells me to yet there is no updates to download. 

Any help?

Is Automatic update turned on?

shut down, and then turn it back on. 
Not restarting.
