Fan not spinning

Im my MOBO (Gigabyte UD4 x99) the fan that is connected to "Cpu OPT Fan" its not spinning. It looks like its trying to, like there is not enough power to spin, because when i give it a little push it works normally

Check the BIOS there should be on option to vary or change the speed of the fan there, some motherboards will match the CPU fan speed or keep it at idle/max speed and not let you change it however.

Try another header, if it works fine, it's a crappy fan header, if it doesn't probably the fan. Any other fans in the system. Could be its just below what it needs to get going (fan curve) , if under load does it run?

This probably. It probably has a too low startup voltage, but if you give it a little push it'll continue on it's own. Getting something to move is difficult, keeping it moving is much easier.

Is this under idle/low use? Because in my board Gigabyte's the silent profile I use keeps the fan off mode until CPU hits 50C.
