Yes, you could remove the thermal pad if you so choose if it actually has one.

i just bought a new be quiet! pure rock cpu cooler, and im wondering if the included thermal pad (is it a thermal pad?) and ive heard thermal pads are bad so i was wondering if i could just rip it off an apply thermal paste?

No need to take it off and apply your own thermal compound, but yes you can...

What are you talking about? 

He might be thinking of the kind of thermal paste that gets applied to say the H100i or Intel stock cooler. It looks like a pad.

Like I said, it should just come off if you want to remove it. However, it should be more than enough to keep the CPU cool as long as the cooler itself is sufficient. If you want to remove it, I would advise using isopropyl alcohol.
