Could I be able to throttle a graphics card on a lower wattage PSU?

I'm looking to buy a higher end GPU since my 750 Ti died, but I only have a 400 watt power supply. If I wanted to buy something along the lines of a 660 which recommends 500W's (the one I want) and 2 hard drive connectors, could I be able to throttle the power usage down so my power supply doesn't become too overwhelmed, until I get a new PSU?

 

I understand it's a silly question, but I don't know much about higher end graphics cards.

You could lower the core clock speed, memory speed and voltage of the card and it will use less power but by how much I couldn't say and I personally wouldn't risk it if I were concerned about power limits.

Before doing anything I suggest posting your full system specs (make and model of the power supply is important) to see if such a thing is even needed.

Downclocking won't significantly reduce power consumption.

 

It all depends on the quality of your power supply.
