Freeware animating software?

Hello, and thanks for reading this already! (To the moderators, sorry if this is posted in the wrong topic, but this seemed the most fitting!)

 

Is there any good freeware animation program?

I don't have high requirements for it, it only needs to work with a Wacom-drawing thing (I forgot what it's called).

It also needs to, preferably, animate, and have no viruses.

 

That's all it needs, any suggestions?
