Screen all messed up - HP Pavilion Touchsmart 23

I've opened it up and checked the LVDS Connector and it seems to be in there just fine. I don't get a BIOS splashscreen, the screen doesn't turn on right away, it takes like 20 minutes or so then this screen pops up with Windows, and it's all messed up. 

 

It is a HP Pavilion Touchsmart 23. With an AMD A8 FM2 Socket APU for CPU and GPU 

 

Edit: I was able to get a second monitor working fine with no artifacts or anything with a USB to DVI/HDMI adapter.

roll back the driver if you did any updates

 

 

but looking at it

 

it may be hardware related

 

did it just happen recently?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

I can't even get into Windows anymore.

A friend brought it over because it has been sitting in a closet for the last 1-2 years, and he wants to get it working again, but he found out it didn't work. I think it's hardware issue, b/c no usb power or anything when I turn it on. No beeps or anything, just black screen no usb power.

In that case, try to hook it up to a different display

There's always a way...
